Sir Edward Grey to Mr. Bryce.
Foreign Office, March 20, 1911. THE United States chargé d'affaires informed me to-day that his Government would be prepared to support any qualified and really neutral financial adviser in China desired by the four groups. His Government had some preference for some one from the Netherlands.
I said that I would bear their wish in mind, and I had no doubt that we should be ready to support a financial adviser who fulfilled these conditions.
